Doddalahalli Kempegowda Shivakumar (born 15 May 1962), is an Indian politician. He is currently serving also as the President of the Karnataka Pradesh Congress Committee (KPCC). He was the minister of irrigation in the cabinet of H. D. Kumaraswamy.

From 2013-2018 he handled the Ministry of Energy in karnataka which was in doldrum since long. DKS has also initiated building India’s Largest Solar Power Plant in Pavagada, Tumkur. His involvement and strategy in bringing the victory in several crucial bi polls like Bellary, and Bihar elections is much valued. His role in winning the Rajya Sabha elections to Ahmed Patel in Gujarat by uniting the party was widely appreciated by Congress.
He is the son of Kempegowda and Gouramma. He was born in Kanakapura near Bangalore. He is from the Vokkaliga community. He has been minister in the Siddaramaiah and HD Kumaraswamy governments. He is an MLA from the Kanakapura constituency.
