Chief Secretary Utpal Kumar Singh reviewed the home stay project Veer Chander Singh Garhwali self-employment and “13 districts, 13 new destinations “ project with all the District Magistrates through video conferencing at secretariat meeting hall on Thursday.

 The Chief Secretary instructed the District Magistrates of  Haridwar, Udham Singh Nagar, Rudraprayag, Pauri, Champawat districts, which had shown less achievements than the given targets in the home stay projects to increase the registration under the project. Chief Secretary asked the DMs that in cases where action under section 143 for availability of land in home stay project is required, they should take personal interest and expedite the matter.

He said that more and more beneficiaries should be encouraged to avail of home stay project near tourist spots, on ‘Char Dham yatra’ routes and trek routes. He said that DMs should take personal interest in the project as this project will help provide self-employment to youth in their villages and check migration from hill villages.     

Chief secretary also expressed concern at the slow pace of progress in Veer Chander Singh Garhwali non-vehicle project and asked the district selection committees to expedite their recommendations and asked the DMs of Pithoragarh, Haridwar, Dehradun, Almora and Uttarkashi which had shown slow progress to speed up the progress.

It came to light during the review meeting that the target of Veer Chander Singh Garhwali self-employment project was 400,out of which 334 applications were received from 13 districts. The selection committee gave their recommendations on 269 applications and banks approved loans in 104 cases. The Chief secretary asked that coordination with banks should be made to get the remaining 144 application of loans cleared.

 Chief Secretary said that ’13 district, 13 new destinations’ is an ambitious project. Regarding the project, he asked the DMs in details through video conferencing about Surya temple Surya Temple theme from Almora, Muktehswar Himalayan darshan from Nainital, satp[uli and Khairsain lake and boating and picnic destination of Pauri,  Mahabharat Circuit of Lakamandal in Dehradun,  Bawan (52) Peeth Bhagwati 52 Shakti peeth dham park at haridwar, Har ki  Doon tourist and trekking in Uttarkashi, water sports in Tehri lake, water sports in Dron Sagar Haripura lake and Holi of Udham Singh Nagar, Pati-devidhura tourist circuit in Champawat, Garud Valley Himalayan darshan in Bageshwar and  Gairsain-Bhararisain corporate destination in Chamoli. He also praised the proposed green tourism/ nature tourism at Mostmano in Pithoragarh.

Chief secretary asked the Dms that in 15th Finance commission, the master plans of the proposed mega projects should be unique so that even the foreign tourists are attracted towards these places and local youth could be associated in employment generation.

Clarifying about the concept of Eco-spiritual zone proposed by Prime Minister, he said that several spiritual spots in Almora, Chamoli,Uttarkashi and other districts are available on which such projects could be built. He instructed that the consultants of UTDA should be sought and even private consultants could be engaged to prepare the master plan.  Secretary Tourism,Dilip Jawalkar instructed the DMs in the video conferencing to get maximum registration done in the home stay project and to publicize the scheme. He asked them to get the loans passed through banks for loans so that hundred per cent target of the project could be achieved. The target of the project in this year is 2000 and 1151 applications have been received from the districts out of which 802 hav been registered and process in 349 cases is going on.

Secretary Tourism,Dilip Jawalkar instructed the DMs to take the services of consultants of UTDA for preparing the masterplan and a sum of Rs 50 lakh for consultancy has been given to each DM. He said that if there is more need of money from the district, that could be met. He expected from the DMs to prepare the master plan of the proposed tourism destination at the earliest. Additional Secretary Tourism C.Ravi Shanker, Director Narender Singh, Joint Director Vivek Chauhan, Financial Controller Jaipal Singh Tomar and tourism department officials were present in the meeting. All the DMs and Kumaon Commissioner Rajeev Rautela participated in the video conferencing.
